The easiest and cleanest way to install ObsPy under Debian and Ubuntu is using the ObsPy Debian Packages.
This way the package management will also automatically give an update dialog in case new tagged versions are released.

The Debian package management will take care of installing all necessary components needed for using ObsPy, e.g. handle the installation all dependencies and ObsPy modules. Already installed components will be skipped.
